Motives for Collaborating in International Higher Distance Education

This paper looks at some of the multiplicity of reasons for cross-national collaboration between/among institutions and organizations of higher learning. It shows how four broad categories of motives (financial, educational, political, and ideological) are identified in some of the current distance education literature. In the presentation at the Second International Conference on Distance Education in Russia, we will illustrate some of the themes introduced in the paper with a report of recent developments in a number of selected countries, most notably South Africa and Brazil.
